This is called (plate bearing failure) Not shear failure It can be prevented by increasing the plate thickness, or by increasing the edge distance between the bolt and the edge of the plate

I have a doubt, the force which causes failure is normal to the cross-sectional area of the plate, so how can it be a shear failure?

0:16 there are 3 planes in plate one is circular and the 2 planes that are torn and facing each other are the shear planes.

So those planes shear out. They are parallel to the direction of force.
