They'll keep poaching because all you're doing is occasionally giving them small fines. If you want to stop the abalone poaching you need to start arresting them. In California if you get caught poaching abalone a second time the fines are $10,000-$15,000 and probation or jail time. The ones caught poaching for the black market get 12-36 months in prison and fined.

The first guy admitted he was in the wrong and showed respect to the officer. It may be why the officer gave him a warning, but I can't say for sure. What I am saying for sure is that it's refreshing to see some respect between a civilian and a police officer.

To a common hunter gatherer person the ocean and the bush is a cupboard used to feed the people especially our kaumatua when caught without a permit and over the quota suggest black market
