It later clarified by Cabinet Mission that "Grouping" was compulsory. Moreover, Muslim league hd not rejected the Plan. In fact, the latter was reconciled by Wavell to join even interim Gov.(Wavell nudged Jinnah). M.L left the interim Gov owing to Nehru's statement of amending the "Grouping" once Constituent Assembly was established (plz. check the fact).. Anyway very nice initiative....
