For anyone that still has the problem after following the steps: go to task manager and kill MySql after that it should work properly, a restart also would not hurt. This fixed it for me.

if u have another mysql installed this error wil be occurred, as mysql cli, mysql workbench. i have changed the port for xammp mysql to 4306
