I think the simplest way around the potential footballification issue is by analogy: Imagine that you're looking at a really big company, and they're under investigation for a massive health and safety failure that killed a bunch of staff, for simultaneously running a ponzi scheme with the pension fund and embezzling company funds, and on top of that, are also in the frame for selling products that killed a whole bunch of their customers. Now imagine that when investigators demanded unredacted communications between the upper management/executive officers and their advisors, the company's legal department redacted a whole load of the communications because in their view the redacted material wasn't relevant to the investigations. I think most of us would expect the investigators to just respond with "we'll be the judges of what's relevant and what isn't" and rightly so - when dealing with corporate failings on that scale, every scrap of potential insight into who made the decisions, who knew what and when, and why, should be gone through by investigators - apart from anything else, that's how you avoid stitch ups, avoid some minor functionary getting scapgoated while the actual decionmakers get off scott free, and instead get to the actual truth. Certainly, the company itself doesn't get to make the decision of what is relevant or not. Now the americans do have an interesting concept in the form of a Special Master - the court appoints some neutral third party to go through documents and decide what the investigators can see and what they can't - maybe that is a concept in UK law that could be used to resolve this issue though I honestly do not know. I'm sure the cabinet office would try to insist that they're the neutral third party, but realistically, given the scope of the inquiry, they, along with the rest of the civil service, are under investigation as well as the politicos, and so that basic mantra of "the body under investigation doesn't get to decide what is pertinent and what isn't" applies to them as well. Meanwhile, Lady Hallett reportedly holds all the neccessary security clearances to see anything and everything, and if she (a former judge) is throwing the term "criminal" around, then she presumably has the statutory authority to require these materials of them, and the capacity to back those demands up in court and with the full force of the law. In the end, the result is the same - these materials should have simply been handed over, and the attempt to not hand things over does make it look awfully like a coverup.

I seriously believe if justice is not brought to bear on these abhorrent individuals, public feelings of despair, loss & anger are at a stage where they will not allow them to walk away scot free. Johnson, Hancock et al knew they were breaking the law, everyone knew this. Their attempts to hide the evidence simply adds to the feeling that they are guilty. If the UK doesn't have a system to make them pay for their crimes, then this must apply to us all.
