To be fair to the writers, it might have been janice who pushed him to put on his thinking hat. Not that I would want to giver her credit for anything, but fair is fair. she did put a lot more pressure on him to be more active on the business. I can totally see bobby being clumsy and uninterested because he was content being a low tier mobster. he just did as he was told, never really pondered anything, other than quasimodos teachings, and his first wife probably took care of everything in the house. as long as he got regular checks that paid the bills, he was probably content with a simple life, and not really using his brain for much. then when janice entered the picture, he had to think more about things. look for opportunities before he had janice naggin in his ear, become more involved, put his ear to the ground, keep track of who's doing moves, put two and two together, and be on edge waiting so no one snatched an opportunity from him. and exert himself more.
