I always (abductively) reasoned that kills have a half-life, and so assassins that have been out the game for a while gradually drop down the rankings. Killing someone higher ranked that yourself automatically resets your score to their old one.

That's actually her gimmick, she exploits muscle memory by locking off side to side dodging and hitting you out of it while she's in range. This means you have to get away from her over and over again instead of continuing combos from the side, which is befitting considering she's a stalker crazy chick type.

James Jarman She's in the released game, here's what you do, first, you beat Charlie and his cheerleaders, then you have to exit your apartment and enter back in to your apartment, Travis should get a fax, and then you should be able to go to the level where you fight Kimmy.
