@3:23 In my opinion this illegal move was intentional. I have seen the hole clip earlier and white had only two or three seconds on the clock left but he had to make an important decision. Which way to go with the king in order to make a draw? So he made the illegal move and in the time the ref was called and needed to adjust the clock (more time for Hikaru) he could calculate. Once the way of the king is clear the position is not hard anymore.

all right but that moment at 7:17 was sure a way for white to win the game the bishop check b5+ was there to be used because the king is indeed with no escape routes it was only possible to tecapture with rook or it would have been a checkmate. Even if the rook takes knight can recapture. making possible a discovered check on the next move and getting a queen there or simply get the knight as well as a bonus... so even with all those mistakes, plays were available to save it.
