I'm split 50/50 whether the mod author made the bounty office completely barren with Settlement Mode so that you can customize it to your complete liking or if they just didn't want to have to clutter the office themselves.

Id say a healthy mix of both. As someone who loves the settlement system (especially When heavily modded) it can sometimes be a chore to decorate everything, and with some player home mods ive tried I've been annoyed by certain design things i couldn't change. So the mod author maybe opted to leave it undone for both reasons, didn't feel like cluttering it but also wanted players to be able to decorate themselves.

I really did enjoy guns for hire and I played that last week it's a really good mod I was having a lot of fun walk around with my gecko my Terminator my wife while we're going chasing down bounties with all the weapons I put in the game being able to be online use these great mods
