This 1939 10-Minute Short is also known as an Advertisement for IPANA (A Toothpaste Company used back in the Late 30's). Walter Lantz was still working for Universal at the time but Castle Films told Lantz to make the best Advertisement for Film. Maybe Walter wanted to do a Cartoon based off of the item, so he decided to make a Cartoon with the Advertisement and used it in Theaters. Maybe My Information might be Incorrect though.

Walter Lantz was commissioned by Bristol-Myers, the makers of Ipana toothpaste, to create this animated "plug" for them in 1938. It became a part of the Lantz "package" of shorts distributed for "home movie" audiences by Castle Films, beginning in 1941 (it was a staple in the Castle catalogs through 1967).
