You want answer why Bcci don't boycott icc event against Pakistan? ICC has total 104 members. Out of this 102 members depend on ICC revenue share. ICC receive revenue through India nation, Indian team, Indian sponsor 90% according to Ramiz Raza if ICC conduct all three tournaments like U19, women and men tournament per year, it other wise icc receive totally 83% per year. Without India in ICC event, icc don't receive revenue, if ICC doesn't have revenue, cricket boards in Europe, Latin America, Africa and in Asia don't survive. This is the only reason India used to play with Pakistan in neutral and home venue for ICC events. If Bcci moneymonger, then why it cancelled India vs Pak bilateral? Pakistan as nation ethically and morally corrupted.

You are journalist right, sports journalist? Can u please explain PCB "Partnership Fussion Formula", does it even holds Legal Opinion in favour of PCB? 1. Why PCB asking Bcci signed agreement, when it was an ICC event, where Bcci will just be host, who don't have any power, except coordinating Internal security with ICC security team, hotels and logistics,. What right do Bcci posses in ICC event? If Bcci signs the written agreement and dishonour it do it really withstand in ICC Dispute Resolution Committee? Summary : if Pakistan, PCB wish to play in neutral venue in India host icc events, then agreement shld sign by ICC. Not by Bcci. Even Bcci signs along with ICC, Bcci can go to Dame icc resolution committee and ask all boards to give voting system verdict and it puts as no board is willing to agreement.

If you are saying that ICC cannot afford to not have the India-Pak match (which itself is a overdone myth), then in the same breath how can you have ICC increase Pak's fees while paralelly boycotting the core match, The case for reductions in fee (or other punitive actions) will be made because of such a decision. Too much of an ego trip with high decibel noise, unfortunately does not auger for a smooth closure.
