This is late, but it would be cool if we had some Hisuian representation with Paul and perhaps have his Ursaring become an Ursaluna. Maybe it could tie into the Galactic arc and someone could have found a very rare peat block.

Hmm, I think instead of Charizard, I'd swapped it for something that's post-Gen 4 for Gary. *Since he's traveling the world now, it'd be nice to see him with something that's capsulate that, and the whole "researching Pokemon biology" thing too. Like, how Aerodactyl [or Shieldon] would be a nice callback to him researching fossils. (*I would say an Alolan, Galarian or Hisuian form, but I think Moltres already fits that mold. I guess something that can learn a unique z-move? We do have yet to see Gary in Blue's SM clothes) Ritchie, I'd give him Mega Charizard Y, maybe he can redeem it after Trevor. :P Other than that, everyone else seems pretty solid.

These were some good Choices but for Kukui’s team I would keep the same 1, Incinaroar 2, Braviary 3, Lucario 4, Venasaur 5, I would Replace Empoleon with Swampert for Hoenn Representation as I don’t know why they gave him two Sinnoh Pokemon when he has been across the different Regions and it was make Melmetel’s Victory more needed and the same as Swampert would be resistance to Pikachu so Ash can still in Melmetel 6, Toxotricity or Espeon for Johto or Florges for Kalos.

For Sawyer, i would switch Salamence for Flygon. Where are Lillie, Lana, Mallow, , Sophocles, Jessie, James, Faba, Principal Oak and Guzma at. Considering they also participated in the Alola league, they can be considered rivals for Ash as well and they are established characters and thats why i think you should count them (Since else you can technically count Katie as well for example).

This is to focus on Ash's Main or unique rivals. Most of these characters that you mentioned aren't rivals in my eyes and most are companions and I'd rather save them for that!
