Yes they can!. They usually aren't very sore if they are healthy like Josh. They may actually be very aware now that their other foot is very tight if you only work on one foot. Sometimes a few little spots may be sore but if you work within their pain threshold they should be fine unless they are a smoker or very unhealthy.
