About the water: Can't guarantee this, but from what little I know about how caustics are usually handled for video games, there is no way to get it looking good in a volatile environment without being insanely computationally expensive. The illusion of caustics being used here almost certainly is going to start looking weird the instant it gets cloudy and rains, or the water freezes over, or something the devs hadn't thought about yet during the beta they might want to add to the world later - and since it looks like they wanted to focus on adding more rather than going back over the landscape every half-year to look for new errors I can understand the reasoning. You can see caustic overlays being used in Star Rail (I was just finishing up event content in Penacony a few hours ago and noticed them), but that's because the environment is very stable and well-behaved.
