Do their laws ameliorate a condition of a protected class? No, then a notwithstanding clause is needed if it infringes on section 15 of the charter. If there were actions taken before the law was properly legislated, then it’s blatant evidence of discrimination in line with the clause that stands notwithstanding anti discrimination rights in section 15.

Also, I haven’t seen or heard of the bill of rights being repealed since it got royal assent so it’s likely in direct violation of the notwithstanding clause of the bill of rights still and any human rights code might be in place in Saskatchewan.
