In America, ministries (departments) are created by the legislative branch and not at the whims of the president because they have to have funds, and functions, allocated by the legislative branch. Where do the funds come from for ministries that come out of thin air. We need to plan our actions otherwise we cannot control our budgets.

In order to create more jobs for the Genzs the government needs to change the employment system and introduce a contract kind of employment in short all government and parastatals should get a 10 years contract no pension full salary after 10yr you just go home.so every end of the year new employee Wil be hired, this also applies to all erected post.
