When I heard Nepal refused permission to Gyaltsen Norbu to come to Nepal is said to be the Nepalese government's own choice. I didn't believe it because it was too out of place . I thought there must be a force that forced Nepal to decide as it did . Presented as its own was just a face saving!! Some silly busy body Tibetan Utubers described as Nepal maintaining a parity of not allowing the Dalai Lama to visit Nepal

I did a research and timing of US Assistant Secretary visiting Nepal on 8th Dec was the main reason behind how Nepal decide not to allow China Panchen Lama in Lumbini. Nepal has been playing a in hand of Chinese communist govt for many years and that’s why they never allowed His Holiness to visit Nepal.
