Debt needs to be tied to investment (infrastructure is the most obvious, but even R and D in the military is EXTREMELY profitable for the American taxpayer) and have ways for measuring the return while ensuring it is paid off in the proper window. At the end he makes an argument for the country to have one company in every industry to represent the country internationally to maximize economies of scale for competitive pricing - he also said he wants small government and private ownership to the max. This is the difference between a socialist, a capitalist, and a corporatist. The socialist wants that but all the ownership share to go the people and the capitalist wants to avoid that by having many companies in the country in the sector. The corporatist, which Rand Paul reveals himself to be, have no problem with the end result being ONE company owned by one person that takes all the ownership share - in this same speech, he says greed and human nature can only be controlled with incentives and yet expects that one person to divvy it up so all benefit when we know mad kings come along all the time and giant disconnect (how much could one orange cost? $20?).
