This is literally why I was so hyped for this DLC. Just sit as like Portugal, Spain, Sweden or Turkey, building up your industry as an international arms dealer and join the war when it’s most convenient for you. This should also honestly affect the current ‘meta’ since you can probably get away with building Mils or Dockyards from the start with the industrial capacity you’ll get from selling weapons.
