The solution seems simple to me. Pass a blue slip rule that exempts any extant pending nominations prior to the rule being adopted or pass a blue slip blocking rule preventing blue slip from being considered again. And at the same time including a protection clause in the rule or blocking rule that requires a 2/3 or 3/4 supermajority in order to change it again at any later time. In that way eliminating political gaming of the system regarding blue slips by making it evergreen and designed to endure forever, not just for the current moment's political maneuvers. But I doubt congress as it has evolved will ever have the ability to intelligently resolve such things with the diligence and careful consideration that our founders applied when they created the constitution and bill of rights.
