That's a pretty clever detail about how this scene is structured. It's a random quote at the beginning that seems like small talk, but also a bit odd for Mike to place extra emphasis on this. The scene plays out and once Walt takes advantage of knowing he's not intended to be killed there, we get the same line again from Mike to bookend the scene. But the second time he says it, it retroactively casts the previous comment in a new light.

@@YtngntukNo, because Mike knew ahead of time he wasn’t going to execute Walter, and that the meeting was going to be Gus’ way of warning Walter. He could have said nothing, but he basically says “You’re not going to die, but you’d better have your car fixed for after this meeting…” I’m not saying Breaking Bad is a perfect show with perfect writing, but it was made with a lot more nuance and depth than a lot of shows at the time. It’s why people still watch it and discuss it, years later, and not some bottle-barrel tripe like Ice Road Truckers.

It wasn't about the two dealers per se, but about Walt's insubordination. Gus can't trust an employee who can't be controlled, and an employee he can't trust-an employee who second-says and undermines his leadership-being so close to the heart of his drug empire is a huge liability.

It was Mike’s subtle way of letting Walter know that Gus wasn’t going to kill him. At the same time, it was a real reminder to get it fixed because it was damaged when Walter ran over the drug dealers, thus drawing attention/suspicion from anyone snooping around.
