Well. Fou Lu has a Move called Soul Rend that reduces all his Enemies's HP to 1 and leaves their AP as it is, while Sephiroth has Heartless Angel, that move reduces One Target's HP to 1 and their MP to 0. Also Sephiroth has an attack that can Wipe out planets in the form of Super Nova, while Fou Lu has an attack that when used it kinda distorts the fabric of space and time in which it's launched from Outer Space and engulfs the Planet(At least that's what it looks like to me.) in the form of Dark Wave. Sooo...Go Figure!

@@GyroEater Zio from Phantasy Star IV wasn't even the big bad, but he couldn't even be damaged without a mystical weapon, and used an energy from beyond this dimension. He's definitely scarier than Sephiroth, that's for sure. (But Fou Lu, just the fact he annihilates your party in the bad ending... Eep!)
