If you have not done this Quest there is a small boy outside the stable who wants to see the three barrels are rounding him floating in the air so you're going to need those balloons you get from that one creature and simply make each Barrel float

The EX Ancient Horse Rumors is one of DLC Side Quests. You won't be able to play it unless you have the DLC I'm afraid
