Yes, last year I went before the race intentionally, to experience the place and flying at a relaxed pace without the competition stress. I plan to go for the competition in 2024.

That question doesn't have a real answer. You can find some statistics somewhere to tell you what percentage of hang-gliding flights result in an accident or death, or how many per year, but those are usually not accurate and don't reflect the reality that this sport is safe or as dangerous as you (the pilot) want it to be. Of course, like with any form of aviation, you can have really bad luck and crash when nothing could have saved you. I have had a few such accidents, but been lucky enough to not have a serious injury. But a vast majority of time, you can be in control with good training to make sure you can launch and land in a variety of conditions, take good care of your gear, and know when the conditions are or could get beyond your skill level. Another margin of safety can be added by always flying with a group so someone is there to check you at launch and help you if you have an accident. Hang-gliding safety is a deep topic that I can discuss for hours, but hope this helps to answer your question.

Here it is, again: I've been a Hang IV hg pilot (current) since the early 90s (so, for around the last 30 years). All my equipment burned up in the California Butte fire back in 2015, and have only recently had the chance to replace my gear. You cannot just buy a hang-glider in a store - and if you do find one somehow, you would be taking a serious risk flying it without learning under expert supervision. The first step is to find a teaching school near you. They can help you buy your own gear after proper training.
