Sometimes if we see from front ...and we can give height to extrusion and want lock to reference plane...so when I click on horizontal reference plane it shows ... referrence plane and reference level ...when to choose which one...

Try to stick with reference place, I noticed that you will not get the grab handle if you dimension an instance parameter to the Ref. Level. Let me know if I misinterpreted your question.
