Do we say our hcp to others?

No - that's not allowed. The only thing you're allowed to say is your bid. eg "1 heart", or "3 notrump", or "pass". Bidding is like learning a different language. Your partner needs to interpret what your bid means and figure out how many HCP you have based on your bids.
