Not completely correct.. in case of Dutch type auction, bidders may place their bid more than one time..if Reverse auction is applicable.

@@ajinkyakale830 Suppose if a road has been constructed and it is meant to sustain 15-20 years then following thing could be done: People who pays tax at toll should be asked to give their reviews on app meant to pay tax and based on review(6 month or yearly basis), a formula could be deviced and as per that formula, salary deduction of leaders, bureaucrate and penalty to contractors should be mandated.

First one is Forward auction and second one is reverse auction. Generally first one used for to sell anything and second one is used for to buy anything.

Perhaps the amount designated is sufficient in fulfillment of the project. As the base price is decided after calculating average of similar other projects. But the commission of the entire middlemen chain make the difference. From the ministers to the peon, sab ko commission chahiye.

There is a list of approved and eligible contractors who have shown ability to do such kind of work and have done projects equivalent or close to that scale. And only they are allowed to bid. Else if anyone could bid any big project would never be completed even in a century because small or new players don't have the right expertise, resources, network and mindset to do any projects of big scale or which require critical functionality.

I am engineer in a company that makes machine on government tenders, believe me it is really difficult to deliver good product and maintain L1(lowest) in tender. Any Government should not play with public's life for saving money . If we want world class best products then they should think if what they r asking and paying is even profitable for companies so the companies wouldn't die with time.

After the bid there is reverse auction, where the lowest bid is set as base price and the bidders can lower the amount by some denominations, and after the time is over, the least bidded is winner for the tender and my company gets the work at lowest price... Mahor disadvantage is that if some small incapable party aggressiveness takes it from big conservative players and doesn't perform, it results in total time waste
