The fact he doesn't use a Sandy despite being a "Rudimentary implant" is a real problem. Imagine if he could essentially teleport by activating the Sandy and moving at super speed. Or if when you activated you own Sandy, after 0.5 secs he would pop his so the whole world would be slow with you and Smasher moving at normal speed in a time stop world. Fill the battle arena with rain/sparks/fire and you would have a epic matrix fight.

Try fighting the boss on the highest difficulty while not being completely over leveled. That's the thing, they have to balance it for people who just b-line to the final boss. While most people wanted to explore a lot and mess around and got pretty powerful before the ending.

Smasher needs to scale up with you harder than any enemy in the game. The higher your level when you reach him, the stronger he should be to compensate. But more than just making him a larger stat stick, he needs a full AI and moveset overhaul to make him more of a threat. Give him rafters up in the ceiling he can leap up to and hide in, then jump down close to you for a surprise attack. Give him a Sandy he can use to appear like he's just warping next to you, and to make him immune to your own Sandy. Make him resistant to hacks, taking longer for them to trigger and if you use the same ones repeatedly he starts setting up protection against them which either nullify them outright, or reflect them back at you. This is Adam Smasher, one of the most feared men in all of Night City. Make him feel like he warrants that title.

here is a few things I think they could do to smasher to make him more enjoyable 1. more hp dmg, and attack resistance 2. sandevistan immunity meaning that if the player used a sandivistand smasher would adapt and make himself speed up to match how much time has slowed down that's all I can think of at the time but If I think of anything else I'll come back and edit

You can bring it in, but the gun is bugged, if you load a save (not exclusive to this fight but in general) the gun loses all its ammo. Did it my first playthrough, died and was really disappointed when I saw the gun lost all its ammo and was useless.
