I reload every time I know I have a very high chance of not needing to shoot within the next 5 seconds, even if I only shot 1 bullet, I take advantage of the availible time to reload. packing a mag with 1 bullet missing is a lot nicer than an empty one also.

It take less time to only load a few rounds to top of a mag, then it does to load a full mag. What he’s doing is managing his ammo, so he maintains higher round counts in each mag because you are always managing the current fight, but preparing for the next.
