I think the reason it's so strange is similar to why English spelling is so messed up, the sounds of the language changed, but the spelling didn't.

It’s because there’s generally way more sounds in Celtic languages than there are in English, and not enough letters in the latin alphabet to prescribe to their sounds, so things like consonant clusters need to be brought in to fill in for non existent letters.
