I read recently that Kaiser Wilhelm had a very different attitude about the leading up to the Great War than what is normally accepted by historians.

That is generally speaking correct. WW1 was a time bomb waiting to go off. When the clock struck. No King, Kaiser, Tsar, or politician could stop it. Shame....

You just have to read one of the speeches he gave, except the so "well documented" and "totally accurate" "Hunnenrede". this one is from the 4th of August 1914. "In schicksalsschwerer Stunde habe Ich die gewählten Vertreter des deutschen Volkes um Mich versammelt. Fast ein halbes Jahrhundert lang konnten wir auf dem Weg des Friedens verharren. Versuche, Deutschland kriegerische Neigungen anzudichten und seine Stellung in der Welt einzuengen, haben unseres Volkes Geduld oft auf harte Proben gestellt. In unbeirrbarer Redlichkeit hat Meine Regierung auch unter herausfordernden Umständen die Entwicklung aller sittlichen, geistigen und wirtschaftlichen Kräfte als höchstes Ziel verfolgt. Die Welt ist Zeuge gewesen, wie unermüdlich wir in dem Drang und den Wirren der letzten Jahre in erster Reihe standen, um den Völkern Europas einen Krieg zwischen Großmächten zu ersparen. [...]" translated by me: "In this fateful hour I assembled all elected represetatives of the german nation. Almost an half century long we were able to maintain peace. Attempts to accuse germany of warmongering tendencies and isolating itself have often put the patience of our people to test. In unwavering probity my government kept the development of all moral, intellectual and economical powers as their highest priority even under challenging circumstances. The world is our witness; relentlessly we tried to spare the poeple of europe from a war between major powers."

He was a great man, the last politician to try to pervent WWI. After all , he lead our Country through 25 years of prosperous peace, no US president in its (circa) 250 year old History can claim even a fifth of that.
