I think it represents how she felt that no matter how much she "cleaned up her act", the media would still treat her unfairly and criticize everything she does because they just wanted to hate her, which is true especially after her meltdown in 2007. The news clip from the beginning was a real news clip about this song, which was from reported backlash of the song sneaking "fuck" onto the radio in response to all the label censorship of her content, her conservatorship, which no one knew about at the time and the constant tabloid news and media criticism about her being an "evil slut" basically. I think that by dressing up in a very traditional, conservative outfit with her nuclear family at the end, and the media swarming her anyway represents how she feels about the hopelessness of getting the media off her back.
