I'm sure the design is far from optimal, but it's not bad as a first go at it. There's always a way to defeat it, but the value of security devices like this is not in their ability to withstand determined attack. It's lies in making the project just enough of a sh*t show that the thief moves on to easier pickings. Time is not on the crook's side. They see a setup like this and have a decision to make: Do they stay and work on this or use the same amount of time to steal two or three or four unguarded converters? In most cases it will be the latter. If your chained cat is the only one parked in the area and it's free from prying eyes and ears, they may well opt to work on it. If guarded cats become the norm, the thieves will adapt their methods and tools or find some other racket to fund their drug habits. It will always be a cat and mouse game with no absolute winners.
