Bronx siblings raise awareness on rare Moebius Syndrome

Luis Velazquez is a high-spirited seven-year-old who was born with a rare neurological condition known as Moebius Syndrome.
It affects cranial nerves, particularly those that control facial muscles and often impairs speech.
