A conversation with Commandant of the U.S. Coast Guard Admiral Paul F. Zukunft

On November 29, the Brookings Center for 21st Century Security and Intelligence hosted an event discussing geostrategic challenges in our hemisphere. Admiral Paul F. Zukunft, the Coast Guard’s 25th commandant, offered opening remarks before being joined by Brookings Senior Fellow Michael O’Hanlon for a brief discussion.

Admiral with Foreign Officers within your ranks it does not make sense that OC Funds and Tarp Funds had not reached the USCG. In comparison to Russia a heavy petroleum producing nation cutter production is lagging behind in the US. Furthermore as part of the DoD and DHS USCG should have access to AIM aka AOL instant messenger services provided by USAF and in turn basic email functions. As far as petroleum needs go BP may be closed for business but Big Rex’s value brand can be provided via Special authority in TX. The Arctic forum at the moment is clearly dominated by Russia because unlike the US they possess capabilities to govern the northern trade route leaving the US to pay more for shipping via traditional routes.

As far as search and rescue capabilities RCAF C295 planes have been made available for our Joint Use from my time w/ their forces our the USCG banner. Their European as opposed to American hardware but they get the job done.

Admiral not only does the record indicate Standard issue Ford vehicle legacy authorization but previously appropriated funds for the procurement. An inquiry should be made to the Department of Navy Accounting Department.

As for ISR capabilities there is a vintage JSTAR that can assist once patched into USCG command.

Advanced ISR capabilities patched into Forcecom requires infrastructure investment to reinforce patrol vehicles and port operations that utilize said vehicles complementing interdiction capabilities. That is actively being processed for use.

IIN has appropriated funds for patrol units through Forcecom for USCG.
