Madoka was the guy from Division 4 who went private at the end of the last episode, and it's come up a few times that the private hunters will pass on the most dangerous missions, which public safety then has to pick up. Seems like kind of the natural career path for all but the craziest devil hunters.

Himeno just basically said she wants try to get Aki to go private with her so Aki does not die hunting devils. Few episodes ago, this scene was shown, Himeno asking Aki during a meal but Aki did not answer her and brushed it off. So the letter to her sister was to tell her sister what was going on and asking advise from the sister to get Aki to go private. Himeno wanted to go private. She was providing for her family, her father's meds therefore she thinks that she would die if it continues. And she wants Aki to go private with her cause she does not want Aki to die. Himeno's sister was trying to show Aki how important he was to Himeno from the letters Himeno had written to the her family. And Himeno could be still alive if 'they' went private together.
