Yeah that's because is based on the movie. And in the movie (spoiler) Macus and the others are traped in a dream/comatose state and thus is Agumon the one doing all the work. Btw, i kinda love the interactions between the Bt-17 line and the Bt-12 Marcus, if you don't have enough memory to push even a single Marcus, you don't mind: The Bt-17 will suspend it for you and make it useful anyways.

Well the new Marcus also says play from security. On play instant blocker from security that can give you another memory. Combine that with the Risegreymon inheritable and you get to loop it.

Honestly problem with shine is actually also how low ceiling its abilities actually are. Its only really busted effect is free tamers and cheaper free devolving which makes it memory efficient but the shine line self doesn't really have amkg of high ceiling effects. They are amm actually pretty mid to lower then average in power.
