I read a translation by doolsetbangtan on twitter that it is the sound of someone clearing their throat to EDUCATE them. In English it's "Ahem," but in Korean they pronounce "Ehem" but it sounds more like "ihab" because the m and b in Korean kind of flow a bit. Also J-Hope's satoori :3 So clearing their throat to provide them with some education/spitting facts.

I am Korean. Ehem or ahem is sound whem you clear your throat. This song is essentially saying that some people act so holier than thou that they feel like they need to "educate" other people. Someone's advice or benevolence can be hurtful to other people if you do it in a ragy/bad way. People clear their throat when they want to interrupt or show disapproval. So that's what the ahem means in this song. You go ugh(angry) and you clear your throat as if you are the better one(ahem)
