I feel like eevie is a top tier Pokémon since it can be transformed into four different types based on the stone they use. Otherwise Pikachu is always on top!

Actually, it's only three. Espeon and Umbreon evolve based on the time (day or night), Leafeon and Glaceon evolve near a certain stone and Sylveon evolves by playing with it. So it's actually 8, which I think is even better!
