Sure Marseille are a bit better than West Ham but Marseille aren't one of the top teams in Europe too. They are 5th place in the French league which apart from PSG doesn't have any top teams in it. After the EM 2016 where Payet was one of the best players of the tournament there a lot better teams interested in him. He could have played for almost any top team in England (Except Manchester City who had De Bruyne, Silva in his position), Juventus, or Atlethico Madrid. Bilic even said that indirectly that champions league is where he should have played.
