Always bothers me how these types of RP ban stuff that makes sense in-universe. The Fallout setting is chaotic and filled with all kinds of violent psychopaths. They could do it where the more organized groups get better equipment but are required to follow rules while bandit groups can basically do whatever except maybe teamkilling.

There was a server called Lawless RP back in the day and it was so good. They basically just made the cop role OP as fuck so anyone who wanted to start shit would have to deal with the 10 different classes of cop. So if you wanted to just PVP and snipe people from the roof, go for it. Want to be fucking robo cop and sprint around at 150% speed bopping people with ur night stick? Go for it, as long as they're attacking people or doing something illegal. That was the only RP server I can ever remember truly enjoying tbh. Once you've got the "kill everyone" urge out of your system most players would genuinely role play after and not just try to kill people within vague rules and cry to admins whenever they got killed. Too bad the KZbinr who ran the server stopped playing GTA and funding the server so it died unfortunately. Still don't understand why more servers don't run things that way. Actually they might, I haven't played anything to do with "RP" in the title since I was an actual virgin so there could be tons of them for all I know.

I don't play Gmod Fallout RP, but i have checked out Fallout RP from another source and something i found funny was apparentally there's this weird phenomenon (at least if the game decided to pick NV) where Caesar's Legion (and raider "faction" sometimes) players end up dominating everyone for the first few weeks because it's always filled with those guys who's sole purpose is the combat gameplay while every other faction is playing with RPers, so you'll see about 7 Legionaires killing 20 NCRs and sometimes the BOS (sometimes both at the same time) with literal throwing spears and revolvers, and who's gonna complain about Legion RDMing? They're Legion, that's their whole role in the actual game.
