In L4D2 I would always go invisible under admin commands and spawn boomers/ jockeys and other annoying zombies either behind them or around the corner they were turning. They would always scream why there were so many zombies attacking them.

In the first HL2RP server I joined, the admins would fuck around whenever nothing was going on and people were just standing around bored. They'd do things like change people into random models, [My favorite was when they changed a metrocop into a hunter mid-patrol and she rolled with it.] give citizens guns and alert CPs about it to initiate a shootout, float around people's conversations and provide goofy commentary. One time the admins built a jenga tower of crates right in front of the nexus, then installed a diving board on top, summoned random people to the tower, and challenged them to jump to the nexus' roof.

They could make it impossible to play the game without following the rules they set in place. They could have PvP be a toggled thing, no more RDM. They could have the area around where you die kick you from the server or physically stop you from moving into it (no more NLR). They could make it so only trusted members can use props and phyic gun (no more prop block or whatever). There's so much they can do to stop others from breaking the rules, but they don't. Because all of the fun comes from complaining to admins and being in a place of power over another person.
