First, that quote is attributed to Henry Kissinger but there is no primary source for that so it's not sure that he said it. Secondly, that is a partial sentence out of context. The full sentence is: "Word should be gotten to Nixon that *if* Thieu meets the same fate as Diem, the word will go out to the nations of the world that it may be dangerous to be America's enemy, but to be America's friend is fatal." Note the word "if", i.e. the claim is conditional. There is an article by Scott Ritter who has evidence to say that on April 1st a radio message was sent out to all in Bucha by the SBU. People were told they were to stay in their houses and not come out as they were conducting a cleansing operation. Then the SBU Safari unit came into Bucha and went from house to house and anyone that was seen to have collaborated or assisted Russian soldiers were taken out an shot some had white armbands on others had their hands tied behind their backs with a white cloth which is used to say you are sympathetic to Russia. They were arrested and told they were going on a safari then they were taken out and shot and next to them they dumped the green boxes. The green boxes are significant because during the Russian occupation the soldiers gave the locals their green ration boxes in exchange for milk or dairy products. So that was April 1st. Then days later they announced this 'massacre' people are so afraid of the SBU and the far right nationalists that they will say to the media any story they are told to recite. Look up Ed May's Scott Ritter part 1 and 2. There you will get a very good background of the entire situation. The US and UK as always have a shady agenda and I don't listen to my news anymore as it's mostly lies.

That is a great story maybe find a agent to publish it, it would look great in the fantasy genre. Has you know radio/phone proof isn't a thing even with the supposed Russian conversations where there's 100's on youtube under any legal system has they cannot verify the date, location and most of the time full name of the person or people talking. Has for the supposed proof from Belarus who blamed the Brits they have yet to actually post or show the evidence so this is unverified and a baseless claim. Scott Ritter isn't exactly reliable even with is previous occupation I would describe him like flipping a coin it's 50/50 if he could possibly be right. The west have showed evidence and explanation of the massacre which included images and key dates with geolocating too, whilst those accused have only spoke words and we know how easy they lie.

My take on this information war is just.... 1) Listen to both sides 2) If there's no defense to an event, accept it's true 3) If there's a defense to an event, trust neither side 4) If there's a contradiction to a previous event announced by the same side, accept the worst interpretation of the event for that side. Even when most of the claims get screened out by 3), there should still be enough 2) and 4) to get a balanced view of the war.
