Shou Tucker is fucked up, for sure, but it's actually worse than you think. Basically, Tucker is a State Alchemist, meaning he's employed by the government to research a certain sub-field of alchemy. And every year, the Government has to give him an assessment to see if he's not sucking at his job. The problem with that is that Tucker's specific field, bio-alchemy, specifically chimeric research (Chimeras are humans fused with animals, basically) is that it's a really difficult field of alchemy to study. And he needs a breakthrough in order to keep his State Alchemist certification. And no one has been able to successfully make a talking Chimera... You can kinda put two and two together from there. TLDR: Tucker did what he did to Nina and Alexander because rent was due.
