It's been a while since I played, but the roses you can give to other cats are sold in Ember's shop.

@@BuckeyeBunny apparently AFTER you get the red rose yourself, which after I looked for 10 minutes in the area the wiki says they are in and gave up when I didn't see it at all, and went home it randomly appeared in my inventory sidenote how do you get the ring to propose with?
