Administrative expenses is a revenue expenditure, it is the Expenditure Code number that make it to fall under that group. The question is from ICAN study text

The misunderstanding here is just the use of English. 5 Harvesters were sold for 50m, and 10 Tractors will be sold at 1.5m each It means that each harvester is sold at 50m, and there are 5 harvesters in total, summing up to 250m, while each tractor will be sold at 1.5, summing up to 15m. I hope this helps.
