So if I understand this correctly, setting a QoS to limit my upload speed to ~70% of my isp's quoted value will reduce the buildup of buffer bloat on my broadband connection, moving the delay to the much quicker router buffer, in turn giving every device on my network a decreased delay in sending and receiving information?
