Could this bot be create where others could use it? Or would it only be for the user/users of the Zapier account?

I believe Central is more targeted at internal users. But they do have two other options: ChatGPT as a frontend with Zapier AI actions powering the integrations, or Zapier Chatbots (which can be exposed to anyone) which allows you to run actions on the backend as well
