You spent half of the potential energy of water on the destruction of the concrete of your dam, and not on the rotation of the turbine blades. Remove the concrete steps from the funnel and make it narrower to prevent foaming of the water. Water does not need to be swirled, it should simply press its weight on the turbine blades without foam. The blades of the turbine should be located as close to the ground as possible, since energy is provided firstly by the amount of water, and secondly by the height from which it falls.
