First of all, you need to Jailbreak the device and depending on how old it is, it might not be possible. You can’t downgrade the iOS system, unless Apple publishes a signed and certified .ipa file with the software. Any firmware older than the 16.5 version are no longer being signed by Apple though. Second, how you describe it, that’s not how Jailbreak works, you can’t just „choose your version“ - if that was the case it would be possible to jailbreak every iPhone old and new and we already know you can’t. There’s an option to sideload an alternative App Store using developer account though. There you can download an addon that has the option to add Dynamic Island.

With the Ding Tweak (only jailbroken) you can change the silent button to do other stuff, therefore the action button can be an actual action button, also using tweaks to black out the top can hide the notch and add a dynamic island.

Well yes, but in reality it's not really doable. The iPhone XR uses an IPS LCD screen. Those ones use way higher voltage than OLED panels. He'd fry the OLED panel instantly.
